A rail joint bar is provided having a body having a first surface a second , surface, an upper end, a , lower end and a defining peripheral edge the first surface positioned , opposite the second surface the , upper end and lower end positioned between the first and second surfaces wherein a recessed portion , is defined at an intermediate section of the upper end. The rail joint bar also has an insulating layer , made of a mesh screen and an adhesive position on opposite sides of the mesh screen that is configured to , be sandwiched between the body of the rail joint bar and two abutting railroad rails.
