A process for reducing the permeability of a paper wrapper (14) used in the construction of a smoking article (10) is disclosed. The paper wrapper (14) is treated with a film-forming composition (52) that forms treated discrete areas (18) on the wrapper. The treated discrete areas (18) have a permeability within a predetermined range sufficient to reduce the ignition proclivity properties of a smoking article (10) made with the wrapper (14). In accordance with the present invention the film-forming composition (52) is applied as multiple layers (31 33, 35) to the paper wrapper 14). After each application step the wrapper (14) is dried.
