The present invention relates to a device for post-installation in-situ barrier creation. A multi-layered device provides a medium for of remedial substances such as waterproofing resins or cements insecticides, mold , preventatives, rust retardants and the like. The multi-layer device preferably consists of three conjoined layers: first layer intermediate layer, and , second layer and at least one piping.
