Aqueous dispersions of silicone oils are prepared without the need for surfactants, solvents, hydrotropes or emulsifiers by employing water soluble and/or water dispersible polymers providing inventive compositions which exhibit a rheological Critical Strain value greater than zero and less than about 0.5.
