Abstract From the Canadian patent

A secondary shut off valve for a vacuum operated liquid tank includes a vessel having a top end and a divider which divides the vessel into an inlet chamber and an outlet chamber. An inlet extends through the top end of the vessel providing ingress to the inlet chamber. An outlet extends through the top end of the vessel providing egress from the outlet chamber. A fluid passage extends through the divider at the bottom end of the vessel, thereby permitting communication between the inlet chamber and the outlet chamber.
