A surface-treated metal plate having a coating mainly comprising a complex and/or a salt formed between a rare earth metal element and an organic compound having in its molecule at least one functional group selected among - O-, =O, -OH, -COOH, -NH2, =NH, =N-, -SH -SO3H and phosphate groups and a , matrix physically holding the above species and capable of firmly adhering to metal plates; and a metal surface treating fluid used therefor.
