A fluid flow rate control device comprises a first vented fluid chamber (60) having an upper fluid inlet end with a hollow spike (46). A free floating float valve (70) in the first chamber blocks the flow of fluid into the first chamber from a fluid container (12) providing a constant pressure head. A lower end of the chamber is connected, through a flow regulator (66) to an , upper inlet end of a second, vented drip chamber (62), the lower end of which is adapted for connection to a discharge tube.
