The device, (10) utilizes an electrical circuit (40) disposed upon, one of two opposing sides (43, 45) of a flexible. non-conductive substrate (42). The electrical circuit, (40) comprises a source of electrical energy (46), one or more electrically conductive circuit pathways, (44) and a circuit output means (43).
