A rotary engine (30) having a three apex (A. B C) rotor, (48) rotatably and eccentrically mounted on a drive shaft (34) the rotor (48) having a central internal ring gear (56) meshing with an eccentrically mounted pinion gear (58). The pinion gear (58) drives the driven shaft (34) with a 1:1 ratio and the eccentricities of the rotor (48) and the pinion gear (58) are of equal magnitude and direction, so that the gears (56 58) stay, in contact. The eccentricity of the gears (56 58) is not fixed, with respect to the size of the gears (56 58).
