A herbicidal composition having a reduced phytotoxicity which comprises at least one compound selected from 3-substituted phenylpyrazole derivatives represented by the general formula (I): (wherein R is a substituent such as an alkoxy group each of R1 and R2 is a substituent such as a lower alkyl group, Y is an oxygen atom or the like and each of X1, and X2 is a halogen atom) and at least one specific anionic surfactant.
