On the transmission side, a delay unit an adder, and a subtracter obtain an interframe sum output by calculating, in units of two frames, an interframe average sum of progressive scanning signals each having N scanning lines per frame, and an interframe difference output by calculating, in units of two frames an interframe average difference related to moving image data.
