The present invention concerns a compound for the cosmetic and/or pharmaceutical treatment of upper epidermis layers by means of topical application onto the skin. It is characterized by the fact that it includes in an appropriate vehicle, biodegradable polymeric nanoparticles encapsulating at least one active ingredient in oil form and/or at least one active ingredient contained in an inactive oil medium or an active oil the active ingredient being chosen from among those having a cosmetic and/or pharmaceutical action. The invention also concerns a process for preparing the said compound.
