Abstract From the Canadian patent

The present invention relates to a compact light weight, hip-wading boot or leg and foot covering which would anhydrously cover the wearer's clothing including footwear and pant legs. The preferred embodiment comprises durable waterproof, expandable materials which collapse or fold for compact storage.
