A highly efficient coding apparatus for coding digital video data in a block format allowing video data compression by data transmission channel having a predetermined transmission capacity wherein, the coefficient data including a DC component and a plurality of AC components for each block is generated by the orthogonal transformation. A first distribution table of the AC coefficient data is generated during a predetermined period and a second, distribution table of accumulating type is generated from -the first distribution table.
