An input speech signal for each analysis frame converted into a first frequency sampled data is filtered by a digital filter having a high cut-off frequency lower than the highest frequency of the speech signal. After converting the filtered data into a second frequency (lower than the first frequency) sampled data multi-, pulses, representative of an exciting source information of the input speech, are developed from the second frequency sampled data. The analysis frame is divided into a plurality of subframes.
