14, Abstract, A video signal is used to create a mosaic effect by carrying out a first sample and hold operation on the video signal so as to generate a second video signal, rotating the effective scanning direction of the second video signal through a predetermined angle to generate a third video signal, and carrying out a second sample and hold operation on the third video signal so as to generate a fourth video signal.
