A system is disclosed which provides a determination of the strength of paper. The method used is not destructive and can be used to make measurements "on line" while the paper is being manufactured. A sensor which provides an output which is related to the elastic modulus and bending stiffness of the sheet is used to generate electrical signals which are representative of the strength of the sheet. A computer calculates a strength value that correlates well with "Mullen" and other standardized tests.
