A pulley assembly for lifting loads in gradients. including: a main frame adapted to be mounted to an overlying horizontal part of a ground supported structure. A first pulley is journalled to the main frame and is engaged by a first cable the first cable defining a trailing section adapted to carry a load to be lifted at one end thereof. A second pulley is journalled to the main frame and is engaged by a second cable. A lever arm pivoted to the main frame locks the first cable against rotation about the first pulley.
