A dielectric cover (30) is detachably coupled to an electric hand drill (12) of pistol form with a front portion extending beyond the drill shaft projecting from the front end of the drill casing. The cover acts as a torque tube to support a right angle drive reduction gear mechanism (38) which terminates in a drive wheel (65) rotating about an axis perpendicular to the drill shaft axis (24) and within a friction drive mechanism, completed by spring biased idler wheel (54) pressing against the drive wheel. Metal blocks (42a 42b) mounted to the cover (30) connect to one side of a DC source (122, 122) and mount a wire guide (44) for guiding a thin wire first electrode (90) into contact with …
