An electric utility load management terminal for receiving power line carrier signals includes a first circuit portion located in a base, and a second circuit portion located in a removable cover. The second portion has a sole DC connection to power line distribution conductors through a disconnect device having a plate terminal attached to the base and a wire terminal attached to the cover. Removal of the cover is effective to electrically and mechanically isolate the wire terminal from the plate terminal such that all of the second circuit portion is at a potential below that capable of causing injury.
